The kindest thing you can do is educate your horse to be adaptable for whoever may have to interact with him and for whatever the scenario might be- even in less-than-ideal circumstances.
I meet many horses that are handled on a regular basis that appear "fine" but are not okay with being caught, led, tied and yet they will tolerate it because of learned patterns in human interaction. But if you change something in their world or routine or put them in an emergency situation you would see the holes in their education and them become resistant towards things they seemed "fine with.
I think people not only have to become more honest about things they may be avoiding addressing at all with their horse but also assess what is the quality of the willingness of their horse when there isn't stress. When you have a horse that has learned without fear, is mentally present, and has learned to be adaptable, he can at least comply even if not completely relaxed or confident, in unfamiliar/emergency scenarios, and his responses can still be safe and reasonable.
